Philippa was elected to Cambridge City Council as a Liberal Democrat councillor for Trumpington in 1996, where she served for 13 years including as Mayor of Cambridge 2002/3. She retired from City Council in 2008 to concentrate on local community development on resulting from Cambridge Local Plan 2006.
In 2021 she was elected to Cambridgeshire County Council where she is a member of the joint administration led by Liberal Democrats. She is a member of several committees including Health, Adults, Children and Community.
Philippa started her career as a geography teacher before having children, and later worked as a community nurse specialising in MS and spinal injury care. She moved with her family to Trumpington in 1980 and moved to the new Clay Farm development in 2016. Two of her daughters now also live in the village with their own families.
